Why is cooling a converted garage different from cooling a bedroom?

A garage was built with none of the assumptions a living space is built on: minimal or no insulation in the walls and often none in the garage door itself, a slab floor poured directly against the ground with no conditioned space beneath it, and in many cases a single layer of block or stucco standing between the interior and full outdoor exposure on multiple sides.
